In fact, the authorities will literally push victims into civil court as they could find their limited resources swamped if they prosecuted every contractor fraud case as a criminal act. This is why it’s important you carefully vet and sign a contract that makes them accept their payments in stages of work completion. If you give the contractor 50% or more, then he can choose to complete your project, or simply leave your job uncompleted and essentially dare you to sue them. They have the reins in their hands once they receive their payment.
